So I just realized that Order of Ecclesia only lets you pick the Level XX Max setting for hard mode. Is there a hack out there that allows the Level 1 Max for normal mode ? If not then is it something that can be considered ?

If not then is it something that can be considered ? First of all, you can simply edit enemies with DS vania to give player 0 EXP, then you can play whole game at LV1 on any difficulty. And also you can RAM edit the game to keep EXP you getting at 0 with Cheat Engine, ArtMoney or similar things.

One more question, is there a way DSvania can edit the damage scaling in the higher difficulties (the enemy ATK +30/+60 thing) ? I looked through all the tools but I have no idea which one would correspond to that.

You can edit many things about enemies using DSvania, but I don't remember anything about difficulty levels, including randomizier.
